Introduction

In this document, role of CIO in order to manage the information resource management is studied in light of different organization factors and skills of CIO. The changing business environment and teamwork is important and in order to address the changing business role of CIO needs to have tools and information, which enable the organization workforce to deliver the customer experience.

For example, cloud technologies and big data have revolutionized the way businesses are conducted. The security associated with systems as well as the way these technologies are sourced represent major challenge for the companies. The fundamental changes involve not only how to do it but also the way services are delivered are important element to consider.

The changes are incurring so rapidly that the services, technology offered by the business might not exist in coming months, and the continuous revolution has made it important for the business to manage the processes. Businesses need to keep the pace in order to stay align and catch up with changing technologies (Watson, 2015).

Furthermore, it is important to control the information flow and technology in the organization in order to deliver internal customer satisfaction. The collaboration among IT systems and information is fundamental to achieve organizational objective. Information Resource management helps the organization to develop the framework in order to support the organization processes and conduct efficient operations (White, 2016).

Rossi (2014) detailed that the goals and priorities have even become important for Chief information officer (CIO) to deliver the information and match technologies that fulfill the information needs of the organization. The availability of IT tool and skills in conjunction with external business environment like data creator and cloud manager represent new challenges for the business. The business need to develop and deliver the IT solutions to support organization processes.

Information Resource Management (IRM)

Watson (2015) analsyed that information is regarded as valuable resources or even strategic asset and i.e. information, management is important in order to achieve organizational objectives. Information Resource Management (IRM) provides an integrated framework for complete life cycle of information management, which includes information generation, storage and archiving of information. The IRM is technique and tools used to maximize the benefit from information and deliver quality service to the customers.

McCafferty (2013) added that IRM views information and IT systems as integral part and align organization information and IT which overall objectives of the organization. Therefore, overall objective is integration of information and information systems along with integration with organization objectives. Information resources management involves

  • Dealing with wide range information resources (identification of resources)
  • Technology involve to achieve the organization objective
  • The people involved in organizing, processing, storage and archiving information.

Role of Chief Information Officer (CIO)

Dennis (2015) discussed the role of chief information officer (CIO) is to focus on the internal customers and ensures organization internal IT processes and operations run in efficient manner. CIO manage company’s IT infrastructure and collaborates with those who provide infrastructure solutions. CIO ensures company IT systems and solution are aligned with business objectives and deploy strategies which increase the profitability of the company. In other words, Chief information officer (CIO) identifies and determines the contribution of information systems towards strategic direction of the company.

On the other Hand, Jason (2015) debated that the role of CTO is focused on external customers through streamline technology and provide services to external customers through selecting accurate technology. The personality selected to study CIO role is ‘Kim Stevenson’ and she is CIO at Intel Corporation. She manages the IT processes at Intel. Furthermore, Kim view and ides on IT priorities and trend will be considered in the research.

Chief information officer (CIO) and Information Resource Management (IRM)

The IRM is concern with supporting the organizational objectives through management of the information and selecting information technology, which are helps for data management and achieve organization objective. IRM is useful to identify the information relevant to organization, processes the information in a way that it support and convey information for organization decision-making as well as management of information environment in an organization (McCafferty, 2015).

Eliasson (2014) analyzed that IRM is useful framework for an organization to achieve organization objective and align information and technology with organization mission. The management of strategic information is important for efficient organization processes and integrity of information over the life cycle of information. The timing and delivery of service is important as business missed the time lines could missed the target and business may unable to deliver the results.

Efrati (2015) added that the sense of environment organization need is to manage is the business deliverables and balance with scope and objectives with IT perspective. Technical and security plans in the domain of information and information technology to stay competitive and address the challenges of internal customers. The velocity and speed of the services in order to improve customer experience and increase productivity is important factor to consider

Organisation needs analysis and solutions

The commercial acumen as well as technical knowledge is important to deliver the service to internal customer needs. Many employee believe that CIO does not processes enough technical knowledge as well as changing business technologies like cloud computing, big data or green data has even increase the important of CIO role in an organization. Companies need to develop policies regarding changing market trends for example, e-commerce or collaborations. CIO ensures company IT systems and solution are aligned with business objectives and deploy strategies which increase the profitability of the company (Braithwaite & Christopher, 2015).

The importance of IT framework is important in order to understand and define the process and management methodologies. The IT policy helps to highlight how resources will be managed and accountability associated with these resources (Davenport, 2015).

Policy and Organization

Hiner (2014) argued that the CIO ensures the organization policy is followed and the validation of infrastructure has to be in place. Company polices ensure that there is clear communication and conduct of the employees in an organization. If an organization does not have polices it means it is making ad-hoc decisions and organization running on unilaterally basis. Polices related to information is helpful in order to protect the information and manage the IT downtimes.

For example,  CIO ensure the companies company polices relating to information management as procurement of technology are followed and revised in order to achieve overall objectives of company. Therefore, ethic decisions and compliance with regulatory changes is important to address the problems (Drnevich & Croson, 2016).

The policies could involve security plan, internet access approval, company asset management and other operations of the company could manage the processes. The development of service level agreement, backup polices as well as IT infrastructure management could help the company to deliver the service for stakeholders. The role of CIO is fundamental in developing and implementing polices so that the stakeholder clearly understand their role, accountabilities, and CIO deliver the desire results for the company. Polices are important factor to address the changing business environment as well as control the processes (Hinterhuber, 2015).

Leadership and Management Skills

Mithas, Ramasubbu, & Sambamurthy (2016) discussed that the commercial acumen as well as ability to lead a team could not be emphasized for successful CIO. The ability of CIO to manage people and leadership skills are key determinant in success and failure. The management skills to keep operations effective, on time and in budget are very important for CIO managers. The successful leaders develop relation with their employees as well as vendor in order to manage and successfully achieve the objectives. The CIO focuses on the delivery of the results and meets key deadlines (McCafferty, 2013).

The leadership skills enable the CIO to meet goals. According to recent research, it has shown that leadership comes first and everything else comes afterward. The goals are achieved through people, with the people as well as by the people. CIO performance is based on complex and creative thinking along with relies on analytic skill of the leaders. The communication skills are also important among the team in order to understand the situation as well as to deliver mission and values (Lockett & Wild, 2014).

The clarity, passion as well as consistency are important factor for success of a CIO. Having a clear vision and mission helps to achieve the desire results and building team with required skill set is important. If leaders are not clear about their role and responsibilities and unable to motivate the people is usually unable to deliver the desire results. The skills of the staff to process information and effectively communication help to deliver the mission (McCafferty, 2013)

The rate and pace of changes require leader continuously communicate the requirement to the staff. The integration of the systems and people with processes helps to cut the costs and provide innovative solution for the changing business environment. For example, if a leader fails to adopt the new technology or does not have people who can deliver it usually results in failure (Kosoff, 2015).

Change Management

Rossi (2014) evaluated that the evolution of the technology has resulted in a constant change in an organization. The technology company using now may become irrelevant in six-month time or there might be new type of technology available in order to support the processes. If company fails to adopt the new processes this may result in failure of the organization. The technology life cycle has become short and new technologies are evolving continuous. There having people with new skills set, as well as current people, adoption to change is important.

For example, the cloud computing has changed the organization practices and now availability of data everywhere has created a security challenge. Therefore, providing support from IT to other department for timely decision making does required a change in the IT practices itself (Hausman, 2014).

Benitez-Amado & Walczuch (2013) stated that the changing technologies affect people and processes as well as culture of the company. If company does not follow the IRM framework and consider the change as standalone factor then the new systems may not deliver the desire results. The IRM frame suggests that new technology offers opportunities to evaluate the processes and develop new ways of performing task. Therefore, organization has opportunity to reduce the costs and increase the efficiency of the operations. The right balance between the business sense and technology is important in relation to mission of the organization (Watson, 2014).

For example, the goal of the company is to reduce order-close cycle from 5 days to 3 days. In order to achieve the goals, business may require upgrading the technology and people who can perform the required task. Therefore, in order to achieve this objective system has to review and organization goals and IT technology must be aligned. The company CEO and CIO works in collaboration in order to balance the need of organization and deliver the effective results Mithas et al (2012).

Conclusion

The need of CIO could not emphasize less especially in 21st century. The Information resource management does provide a framework to manage the information. However, it is important who do it and how to do it. The CIO role is managing the IT solution in line with the business objectives. The continuous evolution of the technology has made it complex for organization to keep up with the pace of changing technology.

Furthermore, the need of right skills set in terms of people is important. For example, the new role like data creators or cloud manager is required to achieve the organization objectives. The reason many staff members feels CIO does not have required skills and abilities that CIO lack comical acumen and technical are poor communication and change management skills. The CIO must develop right polices, leadership and team management skills as well as change management skill to effectively implement the IRM in organization.
